Project informations:
+ Targets
- To build up a new route linking Ha Dong city to southern districts in Ha Tay province, which serves for a transportation demand of local people and reduce loading capacity for the National Highway No.21. This route will help Ha Tay complete its transport system, linking this area with the National Higway No.1, connecting them to a belt road No.4, Le Trong Tan street and easily going to Hai Phong, Quang Ninh and southern provinces.
- The new route will give economic driving forces to form industrial zones where the route comes through. This will increase value of land use and explore potentials in this area which has been not used efficiently.
+ Investment contents and scope:
- Total of road length: ~ 41,5 km.
- Land area occupied in the whole route: approximately 245,7 ha
- Route cross-section:  40m, 4 lanes: 1m + 10,5m + 17m + 10,5m + 1m
- Designed speed: 60km/h
- Designed loading capacity: 100kN.
+Location:
The route will come through Ha Dong city, Thanh Oai, Ung Hoa and Phu Xuyen Districts. The specific locations are as follow:
- Ha Dong City: Kien Hung and Phu Luong communes;
- Thanh Oai district: Cu Khe. My Hung, Tam Hung, Thanh Thuy, Thanh Van, Tan Uoc, Dan Hoa and Lien Chau communes;
- Ung Hoa district: Phuong Tu, Trung Tu, Hoa Lam, Tram Long, Dai Hung and Kim Duong communes;
- Phu Xuyen district: Hong Minh, Tri Trung, Phu Tuc, Hoang Long and Chau Can communes;
+Borders indentified as follows:
- First point: Km0 intersection of Phuc La – Van Phu road at the location Km1+526.5 in Kien Hung commune, Ha Dong  city
- End point: Intersection of National Highway No 1A, a section underneath Gie Bridge in Chau Can Commune, Phu Xuyen District;
+ Total investment: VND 5,156 billion (exclusive loan interests during execution of project)
Capitals:
- The project is carried out by  BT method. The employer will mobilize the investment capital and will be refimbursed by the People’s Committee from the land use charges in the urban projects.
- The capital of the employer will come from its own capital, loan and other legally mobilized capital.
+ Reciprocal projects
To reimburse the investment for constructing the main route in the southern Ha Tay to CIENCO 5, Ha Tay People’s Committe delivered land to CIENCO 5 and its contractor to invest in new urban areas of Thanh Ha A-CIENCO 5, Thanh Ha B-CIENCO 5 and My Hung-CIENCO5 in accordance with the Decision on approval plan scale 1/500 No. 479/QD-UBND dated 04 March 2008. 480/QD-UBND dated 04 March 2008 and Decision to approve investment of urban areas No. 964/QD-UBND dated 7 April 2008, 961/QD-UBND dated 17 April 2008, 963/QD-UBND dated 17April 2008, as follows:

- New Thanh Ha A-CIENCO 5 urban area in Phu Luong commune, Ha Dong city and Cu Khe inThanh Oai district with total area of 195,51 ha and investment of VND 4,378 billion. Of which, the land use charge is VND 2,428 billion.
- Thanh Ha B - CIENCO5 Urban area in Phu Luong, Kien Hung communes, Ha Dong city and Cu Khe commune in Thanh Oai district with total area of 193,22 ha and total investment of VND 3,641 billion, of which the land use charge is VND 2,033 billion.
- My Hung - CIENCO5 in My Hung, Tam Hung and Cu Khe communes, Thanh Oai districts with total area of 182 ha and investment of VND 3,830 billion, of which the land use charge is VND 2,125 billion.
- The total land use charge to payback for the main road in the southern Ha Tay by contract BT method is VND 6,586 billion.
+ Project management formalities
The employer establishes the CIENCO 5 Land Development Corporation to directly manage the project as regulated by the current law.
+ Implementation period: 60 months.
